   This February, Professor Kim Hyun-soo, from the School of Urban Planning and Real Estate at Dankook University (DKU), completed his term at The Korea Planning Association (KPA). During the two years he served as the 26th president of KPA, he did a lot of different work related to the field of Urban Planning. Professor Kim is also the Chief of the Yong-in Urban Regeneration Supporting Center. In addition to his service to these associations, the professor often writes expert advice and opinions on Urban Planning to news outlets as well as while teaching at DKU.

   As the president of KPA, Professor Kim hosted several academic, policy seminars. For example, recently working in conjunction with the Seoul Metropolitan Government, he hosted the 2021 International City Conference. Also, during his time with the KPA he conducted many studies about city construction and sustainability in conjunction with organizations such as MOLIT (Ministry of Land, Infrastructure and Transport), K-water or LH (Korea Land and Housing Corporation).

   Furthermore, Professor Kim proposed policies regarding city regeneration as the chief of the Yong-in Urban Regeneration Supporting Center. To propel the ‘City Regeneration New Deal Business’, he and the center facilitated communication between residents and Yong-in City. Last March, Yong-in City opened its central office in Giheung-gu. There, Professor Kim plans to actively communicate with residents, run education programs for empowering residents and to find out more about resident participation in local businesses. The Dankook Herald (DKH) interviewed him to learn more about his achievements and thoughts about the future.

1. What kind of knowledge is specifically taught in Urban Planning? Please give us a brief introduction.

A1. Cities face a variety of challenges, including housing, transportation, and the environment. To solve these problems, we are promoting tasks such as urban basic plan, zoning system for use, supply of urban planning facilities, and permission for development activities. You can learn a lot of knowledge from these tasks.

2. The DKH heard that you were the president of the ‘Korea Planning Association’. As the president of the society, is there an activity or field that you were most concerned about?

A2. The first thing I cared about was ‘innovation.’ With the 4th Industrial Revolution and technological innovation playing key roles in society, the form of our economic activity is changing significantly. As growth industries are concentrated in the metropolitan area, the city is moving forward as a place of economic activity. Therefore, we focused on creating a city where an innovative economy can grow. In this regard, a lot of attention was paid to core projects of urban revitalization, such as creating a place platform where startups and scale-up corporate activities can be activated.

   The second thing I paid the most attention to is ‘balance.’ Advances in technological innovation are accelerating along with the concentration of young people in the metropolitan area. This is a growing regional disparity, which will become a bigger problem if the situation continues. Therefore, balanced development measures to narrow the gap between the metropolitan area and local regions are becoming more and more important.

3. Last year, you were appointed as the Chief of the Urban Regeneration Support Center of Yong-in City. What do you think is needed to reinforce the local capacity of Yong-in City?

A3. Yong-in City is a growing area with a population approaching 1.2 million. Therefore, its urban regeneration would be differentiated from declining cities in rural areas. Urban regeneration generally focuses on resident participation and strengthening community capacity, but I would like to put more emphasis on a new path towards regeneration, by utilizing the identity of Yong-in City, which is constantly growing. The regeneration of Yong-in City should follow the ‘Yong-in style regeneration’ plan, which utilizes ‘Yong-in Everline’ and various other public facilities, such as ten universities and the participation of a world-class corporation to achieve their goals.

4. What made you decide to study Urban Planning?

A4. I had a great interest in urban problems. I was especially interested in real estate speculation, housing problems, and environmental problems. This led me to develop an interest in ‘Urban Planning.’ Also, my concerns about the future naturally extended to my interest in Urban Planning.

5. Is there any aptitude that students of Urban Planning should possess? Could you give some advice to those who dream of engaging in the field?

A5. To deal with urban problems arising in cities where various people gather and diverse economic activities occur, developing comprehensive discernment rather than confined analysis and having more interest in the future than the past are considered crucial. This field is more suitable for those who are more concerned with the public sector than the private sector.

   Professor Kim is still studying and making a lot of effort to improve the functionality of cities while maintaining their sustainability. We hope that his research continues contributing to Korean city development and wish more and more Dankookians (students of DKU) to garner an interest in Urban Planning through Professor Kim’s teaching at DKU.
